Since, for the time being, we assume PvE will be the same and tank classes such as DWs, SKs, etc will be handling bosses, cutting their offensive and defensive stats are the best thing a Turtle can do to support the tank. Otherwise, your job is to handle the mobs and keep them from swarming the tank dealing with the boss. Sleep, of course, is useless in these scenarios so it's outed. Kaio-Ken at 1 is really all you need, but if you must you can move 2 SP from an attack skill (preferably Turtle Rod Hurl or Spirit Rod since they're more for utility than actual offense) to max out Kaio-Ken's offensive potential. Now I don't know how transformations will be handled in DBOZ and I'm trying not to base this off of DBOG's mechanics. Also this build will be updated as DBOZ's balancing develops.
